Yes, custom maps can be downloaded ingame. However, not all servers have added HTTP download, meaning you download from the game server, which has a limit of 13kB/s or less.
Also, when you download new maps while ingame, the game tends to crash. Sure, it's just to load it up again, but something that's easier is to download the maps manually, and put them in the correct directory (or folder as some might call it).
You find a few custom maps here, along with a description at the bottom of the page.
A server you can play custom maps on is the SCS OW (Open Warfare modification) HEADQUARTERS at the following IP:
193.47.83.111:28931
